The only thing I've seen like it was Ethiopia, about 25 years ago. There was a famine in the country, and the world tried to give them food, distributed through international relief organizations. At the time, they were a Soviet client, and they refused to accept it. The USSR had problems enough feeding their own people, and had nothing to spare, but the capitalist nations, who could feed themselves, with plenty left over offered help. Ethiopia would have accepted it, but they insisted on parceling it out themselves. Everybody knew it would just go to the military and to the Communist Party members, and to Hell with everrybody else, so they refused to be suckers.
 
British and French naval ships were also refused and are leaving.

All three countries provided significant help after the tsunami - even in Indonesia where the authorities were concerned because their writ did not run in some of the affected areas which were under rebel control.

There were no problems then. There wouldn't have been in Myanmar except that the current rulers are afraid of their own people.

What do they mean by "politicized?" A cyclone or earthquake or famine or other natural disaster is certainly a newsworthy event, as are world efforts to alleviate suffering. It also seems reasonable for those providing the aid to want to make sure that it reaches those who need it, and is not kept by government officials for their own use or for sale to those who need it.

I am inclined to put very little faith in statements by tyrannical governments, and I include ther government of China in that general distrust.

The Australian Army has several water purification plants, it's one of our special expertise things. They were on the ground in Indonesia, in one of the "politically sensitive" (read rebellious of the government) and hardest hit areas within 48 hours.

Myanmar won't let them in.
