I have to wonder, how can I express an opinion on a chapter? If a story is complete, and can stand on its own, fine. But some of these seem to start in the middle, with nothing to let anybody know what went before, unless I red the whole story.

You may just have to decide that any chapter without standalone qualities isn't going to really compete in your mind. Just because the rules allow for individual chapters to make the final cut, it doesn't mean you have to accept it and agonize over the inclusion when you're voting
