Accounting is simply lines on paper. The FACT is that money is fungible, and once it's distributed, even with restrictions, there is no way to trace where that particular dollar is going. The organizations know it. So do the accountants. My dad was an accountant. I took an accounting course.

Nor is there any need to. If a share of the funding in question comes from elsewhere - and it does - then you can still say the portion that wasn't intended to go to a cause you don't like wasn't spent there. What you are really getting at - both in the case of health care for immigrants and Planned Parenthood - is that you really don't want any money at all going there. At least please be honest about that.
