I mean, it's not like he's the President of the entire country, working for ALL its citizens, is he?Omar would be entitled to legal counsel at a Naturalization hearing on this subject and if one were to occur the onus of proof is definitely upon the government to prove that she violated her oath.
In any case, she'd be fine going to Somalia so far as the US government is concerned. If you leave the US and go to any place where there's a State Department travel advisory then it is the sole discretion of the President as to whether or not he approves the use of military force to rescue you.
