Omar would be entitled to legal counsel at a Naturalization hearing on this subject and if one were to occur the onus of proof is definitely upon the government to prove that she violated her oath.

In any case, she'd be fine going to Somalia so far as the US government is concerned. However, if she gets kidnapped while she's over there she can expect the Trump Administration to take its own sweet time looking into the matter.
