To me, the far likelier explanation is that the incident over Estonia was either a navigational slip or, if intentional, a calibrated show of force meant to rattle a small NATO state without actually provoking a response. In other words, a bit of theater: intimidation on the cheap, banking on the fact that NATO isnât eager to escalate militarily over a brief incursion.Russia wants to take over Ukraine.

During WWII the the Allies had several offices trying to think up ways to assassinate Hitler. All of that activity ceased in the 1943 time frame when it was concluded that Hitler was actually his own worst enemy and that if he were to successfully be assassinated whoever replaced him might actually be competent.
Russia is collapsing militarily and economically, there is no need to precipitate nuclear exchanges over some air space violations.
