If you arrest more people, you need more resources up and down the chain. You need more officers to do the patrolling. You need more space for jailing additional criminals. You need more prosecutors to prosecuted the cases. You even need more judges to handle the additional load.

Law enforcement has always tilted towards violent and extreme criminal acts to properly assign resources to the most heinous crimes. If you want to add theft to priorities, then you need to dedicate resourcing to that.
In Democrat run cities, there is no desire to prosecute these people, even with the available resources.

I have already recommended the Soviet prison system under Stalin. Most of the people in Stalin's slave labor camps were political prisoners and did not deserve to be in prison at all. Nevertheless, good old Uncle Joe ran his prison system at a profit to the government. In the Soviet Uinon prison labor prepared the Soviet Union for the German invasion; it sustained the Soviet Union during the German invasion; it helped the Soviet Union recover from the German invasion.

Currently, there are not enough police resources to monitor every store for shoplifting. You need more...there are lots of stores. Do you want homicides and assault cases to take a back seat?

Additionally, the prosecutors are already backlogged with other cases, many of which are for more heinous crimes. Do you want those crimes to take a back seat to shoplifting?

Punishment requires police, prosecutors and jail space.....all of which are already stretched thin. Are you wanting to hire more and build more so you can hold them accountable...or do you just think there is a magical wand that makes all of that happen?

Huge numbers of these people are not seeking work. They live off of what they get from the government and what they can steal.

I think that if shoplifters know they're going to face charges it will stop.

its a good thing my parents taught me not to steal. If I end up in prison I want it to be an upscale white collar prison with rich old men.
