The days of the 'Rules of War' are behind us. It is now a common tactic especially in the sandbox to light off a bomb or an attack and then use a secondary bomb or attack to kill the first responders. Doing so magnifies the death toll.

During World War II we starved a lot of German and Japanese children. We kept doing it until Germany and Japan surrendered unconditionally.
