In light of the source, there is just about certainly more to the story than this. But even in the very unlikely event that there isn't, it occurs to me that this could be because NC is facing a shortage of doctors because of its draconian anti-choice laws. That's happening in a lot of red states, the only difference here is that NC has a fighting chance at regime change sometime soon.

Not really. NC is Red. They need doctors so they are giving them a path to full MD. They will be more like PAs under MD tutelage.
