That’s a complete fallacy. I have to go to Seattle quite a lot and I have friends in Seattle and Portland that see this stuff everyday. The vast majority of the homeless population are drug addicts or suffering from serious mental illness. It’s sad and I wish that wasn’t the case but it is. You could literally give housing away and most of them would be back on the streets in no time because they just are not functional enough to manage their lives.The problem is lack of affordable housing. If you skip addressing that, you don't fix the issue.

Estimates range from a third to more than half, depending on the specific area. As the law stands, as per SCOTUS, you cannot hold anyone in those treatment centers without a court order. And obtaining a court order is not a trivial process. I doubt the ACLU, or any of the other parasites on the ass of society, will even have to sue.I think the ACLU will sue to invalidate the EO. They were the initial instigators of the suits which led directly to most State mental hospital patients being released to harm themselves and others. As such they cannot allow this EO to stand.
I also think the courts will agree with them and enjoin the EO.

The problem is a lack of housing for people with low incomes. (More cities and states make homeless encampments a crime, leaving low-income people with few options.)
And even for the people who ARE addicted or mentally ill, if housing wasn't so expensive (or unobtainable), they or their families may have been able to manage things much better. Elon Musk is addicted to Ketamine, Donald Trump is a criminal, convicted on numerous felony counts but because their family resources are sufficient to keep a roof over their heads, they have better prospects.

Virtually every city with a 'homeless' problem have treatment centers, centers that go unused because they have rules, like no drugs or alcohol. Further the cities with the worst problems actually subsidize the street urchins life style. "When you reward bad behavior you're going to get more of it."

The order is a long, boring read but skimming through it, it’s not particularly meaningful. There are municipalities that have ordinances that attempt to get people off the sidewalks, underpasses, creek banks, etc, and into treatment but the reality is that there are nowhere near enough facilities and beds to deliver inpatient treatment for everyone who ought to be in it and conservatorship laws make it extremely difficult to place people into lockdown facilities against their will.
