I'm a fairly social person, and don't mind saying hello, or being cordial with strangers.

So I'm always a little curious on a appropriate compliment for women.

(Of course body language and tone make a big difference. The wrong tone or facial expression could certainly make out to be a creeper...)

So I'm curious if a simple, "Hi, I like your outfit" or "Hi, you look nice today" in a friendly tone would be seen as flattering, or off-putting.

There's no single answer. It depends on so many different things.

Including how unattractive she finds you at that moment, what kind of mood she's in at that moment, and whether you can do it with the right energy.

In my experience, it is actually very rare to get an overtly negative reaction. Neutral/disengaged sometimes, sure. They seem at least mildly appreciative far more often than not, and they seem genuinely pleased to hear it far more often than I ever would have expected before I started just finding the brass to just say it.

What is "the right energy" I mentioned? Again, there are a lot of different parts to it. You have to be non-threatening, you have to seem like you're fun, and more important than anything else, you have to have zero expectations. If you do it with any whiff of "needy" energy at all, that's definitely off-putting.

I’ve found that a friendly, appreciative smile is often the best response, and is usually returned.
