It's counter intuitive for a "refugee" to return to their country of origin and then allowed to come back to the US afterward.

If they were truly a "refugee" they couldn't go back because it would be a death sentence. That they can, and live to come back to the US, means that their asylum/refugee status is false. False claims are subject to deportation proceedings and then removal.
