This is plausible. The rich always benefit from Republican economic policy. Republicans win on social issues: crime, race, and immigration. Those who share my dislike for Trump should understand his appeal to those who are not rich. Trump appeals to those who fear trends in our society. White factory workers fear losing their jobs to nonwhites at home and abroad. They should fear factory robots. Small business owners fear socialism. They should fear the competition of large companies. Christian conservatives fear a society that is becoming increasingly secular. They should fear the bad image their support for a pagan like Trump gives Christianity.

It's a shell game the States play to game the system. For every dollar the state spends on Medicaid the Feds reimburse dollars based on some formula. In the state I'm in it's a 3:1 reimbursement, 3 federal dollars for every dollar the state spends. The way the game is played here the state taxes the doctors and hospitals and then remits the money back to them in the form of medicaid payments which inflates the federal contribution.
