The officer saw the SUV idling, saw the tactical vest on the shooter and assumed it was a fellow LEO (this guy had Wat_Tyler Class state-of-the-art cosplay police gear). The officer tried to engage the shooter in conversation, stating she'd take it from here, and allowed her "fellow LEO" to drive off.
