Perhaps, but I should think antisemitism among the general population is sincere, not simply an official ideology nobody dares contradict. Historically, antisemitism is not a difficult thing for state propaganda to create. It is probably a genuine feeling among the public in Saudi Arabia, where no Jews are allowed and therefore nobody has actually seen one.
