The population of Gaza is about 2 million. Only about half are old enough to work. Israel was understandably reluctant to let Gazans freely move around Israel after the violence of the Intifada.

Egypt places much tighter restrictions on Gaza. There was no movement across their border even before October 7th.

Withrawing troops did not leave the strip free. The Israelis controlled all access in and out of goods or persons, by land or by sea, and turned the strip into a vast open-air prison. That was the situation Hamas was rebelling against -- and who can blame them?
