More like a backdrop than a story. We all know the haunted house stories. At first everything seems fine, but slowly the protagonist (s) realise something is off. This builds until they realise it is truly haunted, ramping up even further to a climax of escape or whatever the ghosts are doing.
Ghosts often are associated with strong emotions or events. Most often they are horrible things with pain and death, mixing in some love or other strong emotions to make the loss that much more heart felt.
So why not a brothel? Emotions run wild, and with some forms of sex like BDSM there are plenty of strong emotions and sensations to warrant ghosts. Even if this is from happiness and no deaths occur.
We can start with a single person or couple who are lucky enough to buy a huge house for cheap. They aren't from around there, and do not know or believe the stories.
The ghostly activities can start small as a proper ghost story. A sighting of someone in the state of undress, gone before they could get a good look. If they listen well they can hear the moans of pleasure, barely audible through the walls. Eventually the ghosts find the new resident(s), fulfilling some sexual desires of either themselves or the resident(s).

Or if things are ramped up, to see your wife getting fingered. They could indulge in it, getting threesomes or swapping with a ghost couple. You can make it seem harmless, no consequences fun for the couple, until they find out she's pregnant, or that the ghosts keep wanting more until they are unable to sate the demands.
