2. El Salvador is a signatory to the anti-torture accords so they don't do torture in CECOT. Whoever told you they do, lied to you and you swallowed the entire load. And you didn't even need a Coke afterward.
3. Garcia was in the US illegally. He had his day in court where the court found him deportable. He appealed and the immigration appeals board ALSO found him deportable. Guess what happens next after that kind of thing goes down. Hint; Lefties get their panties bunched up someplace uncomfortable and start whining and lying again about how unfair everything is. Because Trump.
 
Incarcerating US citizen convicted criminals really isn't all that practical, as attractive as it may seem for the worst offenders. They, through their lawyers would be filing one Habeas Corpus brief after another necessitating more round trips for court appearances than you could shake a stick at. When does the world have "perfect conditions" outside the lab or carefully created testing? All it takes to kill someone with 12v DC is enough sweat or something on the skin (like lotion or another substance of similar use) which will allow current to flow. The higher the available current, the more likely that it WILL find a way to complete the circuit.
