Depends by what you mean as "open". In my days in infrastructure supply, most of our government contracts had "completed by dates". At that point the contract was closed, and if you had not completed "delivery" you paid "liquidated damages" for every day late. If you completed your supply prior to the closing date, you were paid out 90%, with the 10% paid out 30 days later.Really? Cancelling open contracts has no effect?
