Oh, love, I live in Portland. Bush found us unruly (and how bad is it when you miss him?) Four years ago, when the Feds were grabbing people off the street for vandalism, the local judges shut them down and people literally annoyed the Feds until they slipped out of town. If there is a safe space in this country, Stumptown is probably the epicenter.

That said, I can haul supplies anywhere you want...

No. Chloroform is really horrible for that. If you watch TV, someone has a rag with chloroform on it, they just put it over someone's mouth for a moment then they just collapse. Doesn't work that way. You would have to hold them, as they fought you, for about five minutes before it took effect, and they if you didn't keep the rag held to their face, they would just wake up with a huge headache in a few minutes, or die. They stopped using it as an anesthesia because of liver and kidney toxicity that had a bad side effect of killing the patient.

Writing period mysteries really crushes your illusions on a lot of things you grow up seeing on television...
