As I understand it, the system runs on COBOL. I took some basic programming on it back in the 70's in University ( along with Fortrans and even BASIC). It's a very old archaic system from 1959. It does not handle automation well, and integration with modern computer programs are time consuming and difficult.

I'm sure it will keep on spitting out cheques for the near future. What it won't do is change anything. If you die, it will still send a cheque. If it breaks down, no one will get a cheque....a very efficient system!!

Thousands of probationary employees — typically people with less than two years of experience in their roles — have already been fired. It's not clear whether they will be re-hired under the new guidance.
Removed from the original memo: it was originally designated that emails be sent both to the general OPM listing AND to Amanda Scales, OPM's chief of staff—who is associated with the White House DOGE Office; the DOGE reference has now been removed, leaving only the general OPM address.

Does sound a little like distancing itself from musk's clusterfuck (has Amy Gleason returned from Mexico?), or is it, perhaps, a rewriting to scrub musk from the equation even as the OPM 'defends' itself from memos sent out earlier under its name because of musk.in order to protect him and muddy the waters?

Yes, I took COBOL in college too. I’m sure the IRS has known for years that it’s an antiquated language. I haven’t seen any information pertaining to the system architecture or to what extent if any it depends on COBOL code. If appropriate steps have not been taken to ensure system reliability and redundancy, that would represent a failure that would hang on every president since Reagan.

One now DOGE IMHO has completely fucked up. Trust me, Canada is still sorting out the "Phoenix pay system" an IBM disaster our government bought into....Billions lost on it. If you had to pay for it, on your scale in America it would be Trillions.
