Only that's not what happened. A letter requesting 5 bullet points went out to have everyone respond to. Those not responding are where checks are going to no one.
What really happened was after the letter went out the appointed Senate approved leadership issued another order to not respond to the message.
Why would they put so much stress on the employees? Which order should they defy? Their boss or the president? Theoretically both end in termination.
