He used his speech to more broadly warn about the risks of concentrating power in the hands of just a few individuals or corporations. He spoke of a “tech-industrial complex” and called for a constitutional amendment to ensure presidents would not be immune from prosecution for crimes committed in office.

“In a democracy, there’s another danger to the concentration of power and wealth,” Biden said. “It erodes a sense of unity and common purpose. It causes distrust and division. Participating in our democracy becomes exhausting and even disillusioning. We have to stay engaged in the process.”

There has usually been more tolerance of great disparities of wealth in the United States than in Europe. This is because in the past wealth in Europe was based on land ownership. In the United States the class system was more fluid and based on merit.

Europeans are likely to think of a rich man as someone whose wealth was inherited from his father who was a rich man. Americans are more likely to think of a rich man as someone who delivered newspapers at the age of twelve in order to help support his widowed mother and two younger sisters.

This is in spite of the fact that Bill Gates, Donald Trump, and Elon Musk were born to rich men.
