Dam, and here I was under the impression that if Trump's conviction is reversed on appeal YOU (and a few others) will keep on calling him a convicted felon.

So Trump will continue to be a convicted Felon, EVEN IF his conviction is overturned? Yet Hunter isn't, even though he was only pardoned?
Now I'm wondering if you think that those death row inmates who were determined to be not guilty DECADES after their convictions are still "convicted felons..."

They didn't beg for anything. They reported budgetary needs for the department in their report,as required by law.

If that's begging, then every department is begging for funds in every state and county in the country. I don't doubt that the department desperately needed funding, but this report isn't unique.

It's a problem in many organizations in every state and military. Those reports contain status of equipment and resources ( non-mission capable status, backlog of scheduled maintenance of equipment, funding shortages, man hour shortages, parts shortages and shortages of personnel). Those reports usual include recommendations what's needed to remedy deadline status of equipment.
We learned that lesson from the Israelis that the linchpin for mission success depends on an effective and pro active maintenance program.
