Story idea:
This has a fantasy vibe. A young guy realizes he is able to shape shift his complete body. He can change from one second to the the other. It doesn’t take long and he uses his abilities to lay attractive women by changing himself into also attractive alpha male types of men or celebrities. He is very succesful, but plays around with his abilities. While having sex in a bedroom with lights off he sometimes changes back to his regular look and the women can‘t see he looks different. Sometimes he also changes into a women, pretending to be a good friend of his one night stand. He enjoys the girls talk about their sex experience with him. As a woman he flirts with men and learns what a woman can achieve with her looks. For example he visits a public swimming pool on the body of an attractive woman wearing a revealing bikini. There should be a threat or conflict down the road, but so far I like the possibilities he has.

When he changes into a woman he still is a young man inside and step by step he has to get into his new persona. I think its doable.
In the end I‘m mostly intrigued by the opportunities he can create with this ability.

A potential conflict: the brain is part of the body. Your hero decides to try being a woman who really enjoys sex (without quite knowing what that's supposed to be like) and ends up in a bimbo fantasy, not smart enough to change back. One of (or a group of) his friends have to figure out what happened, chase her down, and somehow convince her to become their friend again. Probably by fucking her, because Literotica.

If he transforms into another man and gets a girl pregnant, would that child be genetically his or genetically the child of the guy he transformed into?
If he transforms into a woman, can he get pregnant? If yes, what would happen if he then transformed again?

He could revenge his past bullies by transforming into him and having sex with multiple women, sending photo's and video's to the guys wife. Then take the wife from his former bully.
He could get a couple to both cheat on each other, both with him.
He could start a porn career, transformed into a certain woman (or man).
Transform into his crush's boyfriend.

Honestly I would write the guy as morally questionable at best, plain evil at worst. Just because it would open way more scenario's. Or you could have him gradually grow drunk with power and have him commit more and more evil stuff.

Yes, I think the story could start with him as a curious guy who tries things for fun, but soon he realizes what power he has and does more questionable things, because he gets kicks.

If you really want to go 'dark' how about this:

2 bullies, Bully A and Bully B, both now have girlfriends (who are best friends).

He disguises as Bully A and kidnaps Bully B's GF. He forces himself on her, however things get out of hand and he accidentally kills her. So he changes his plans.

He now disguises himself as Bully B's GF and says that Bully A kidnapped her and forced himself on her. Obviously with his power it was easy to forge DNA evidence against Bully A. So Bully A goes to prison.

Then he disguises himself as Bully B and forces himself on Bully A's GF, yelling stuff about taking revenge and making things even. So now Bully B also goes prison.

Now Bully B's GF dissapears suddenly (since it was him transformed as her.)

Then he swoops in as himself and is the 'good guy' who was also a victim of the bullies. So he seduces Bully A's GF, who has now lost her BF and her best friend, as himself while she is in a vulnerable state.

Eventually she becomes his partner in crime after some more manipulation and brainwashing.

Of course all of this only makes him feel like he could do even more and sets him further on a dark path.

Good plot, but I a bit too complicated for a story who basically wants to tell how he makes his way through a lot of beds. At least for my taste. I agree that going darker means the plot has to be a bit more complex, because you to explain more. I have to think about that.

I would keep it light and fun at first. MC gets with his crushes, including his step-mother? He experiments with life as a woman and discovers he enjoys intimacy with a man in a way he never would in his own male body.

But then, in a form of a woman he seduces his best friend, out of curiosity? to do him a favor? That's when he discovers his friend is a monster. Even though he makes it clear he is a willing woman, the friend brutally assaults him. Threatens him to keep his mouth shut. MC isn't the first woman he's done this to. What does he do now?

It also helps develop the plot. If the plan is to get revenge on the bullies, maybe he has to carefully plan his sexual partners.

(I'd avoid the moral issues of pregnancy, and stay safe with the idea that he can't get pregnant)

The greater the power, the harder it is to tell a good story about. Most such good tales are really more about the limits on the power - kryptonite & Clark Kent's life for Superman, his family for Spiderman, etc.

What are the limits on your shapeshifter?

Maybe they can't shift into a particular color? Maybe they have to have the same mass, making their bruiser-forms weaker than expected or even easily-breakable, while their shorter forms denser (perhaps stronger/faster?) than normal?

Maybe there's a time limit? Maybe they can only hold a form while aroused? (remote-controlled buzzing cockrings are in his future, perhaps!) Maybe orgasm knocks 'em out of form?

How does he handle things he can't know - the bully's hidden tattoos, the conquest's girlfriend's birthmark, etc? Does the shift 'include' them automatically, or are they missing if he doesn't know about them?

Etc. I think it's a fun premise, and look forward to reading what you put out!

A time limit seems a good option. I wouldn‘t spend too much time into the rules of the shapeshifting to be honest since it should be a simple erotic story.

These details aside I think the story should focus on how he seduces his bullies and random men at the bar as a woman after he learned to move and behave like a real woman.
Another idea I have is this: One day he meets an attractive lesbian girl and they have a lesbian love one night stand, but he can‘t resist to fuck her with his penis, so as a girl he lets his dick appear and fucks her.
