I do not think that they are lacking in munitions. Arms purchases, like so many other things, are fungible.
Biden is so laser-focused on the next election that he lets the tail wag the dog.
Israel has gotten so bloodthirsty the past seven months that they've exhausted their supply of bombs, and have been counting on Uncle Sam to replenish their supply. Bombs are a commodity items, but Israel has no home-grown aerial munitions factories and their genocidal air force has bomb racks built for US ordnance.
It's not like they can go to, say, Estonia and order a few pallets of white phosphorous bombs that'll fit in US bomb racks.
And what in the absolute fuck do you mean by "he lets the tail wag the dog" here? President Joe Biden is attempting to curtail Israel's current homicidal tendencies without offending Israel's delicate fee-fees.
