I prefer women in stockings. To me there is just a nice subtle touch of that semi-opaque fabric stopping at her thighs
Knee highs to me, suggest a younger age that what I am really into, and garters seem covering and overly complicated for a lady to put on.
But with those wide bands peeking sometimes under a skirt or a dress, and it is suggestive of a desirous woman.

Several points to be made here.
1. Panties must be worn on the outside of the garters to facilitate easy removal. Yes they look better when worn on the inside but if they need to come off outside is easier.
2. The actual garter straps add an accent to the rear end that is truly wonderful.
3. Shorter skirts with exposed stockings and garter straps are really HOT!
4. Thinner material sundresses that reveal garters are HOT!
5. And to walk with your woman with your hand on her rear and have the pleasure of feeling the outline of garters is beyond great!
6. It is another way for her to say "honey, this is for you".
7. It's even better if they are worn for the day and/or the evening and not just for the few minutes of foreplay, which is often the case.

Thigh highs or hold-ups - similar effect but not quite as sexy
