and Bellingcat notes that attendees should be "willing to fight."
Right-wing activists regularly bring firearms to Portland protests—legally
and otherwise. Firearms are banned from city spaces like Delta Park, unless
a person has an Oregon concealed carry permit.
The location of this rally is notable: North Portland's Delta Park sits on land formerly
occupied by the city of Vanport, a community that accepted Black residents displaced
by Portland's racist housing policies in the 1940s. A flood in 1948 wiped Vanport off
the map, again displacing thousands of Black residents. The idea of white nationalists
gathering in an area haunted by the region's racist past feels intentional to antiracist
activists.
At a Thursday press conference, PPB Deputy Chief Chris Davis wouldn't say
how many officers will be reserved to respond to the Delta Park rally.
"But we anticipate having a large number of our officers there," Davis said. Davis added
that while Portland Parks and Recreation had rejected the Proud Boys' permit to protest
at Delta Park, PPB could not keep them from holding a constitutionally-protected
demonstration.

Gov. Brown Puts State Troopers, Sheriff's Office in Charge of Policing Proud Boy Rally

Gov. Kate Brown is giving the Oregon State Police (OSP) and the Multnomah
County Sheriff's Office (MSCO) jurisdiction over Portland this weekend in
preparation of a planned far-right rally on Saturday. The Portland Police Bureau
(PPB) will work under OSP and MSCO—and all three law enforcement agencies
will have the power to use CS gas (or tear gas), despite a recent ban from Mayor Ted
Wheeler.
OSP Superintendent Travis Hampton and Multnomah County Sheriff Mike Reese
will have jurisdiction over Portland for a 48-hour period on Saturday and Sunday,
serving as joint incident commanders.
Last month, PPB faced criticism for keeping its distance and failing to intervene
at a far-right rally in downtown Portland, even as right-wing protesters waved
around guns and other weapons.

Hours before right-wing paramilitary groups rally in Portland, four Oregonians
have filed a $1.2 million lawsuit against three agitators who organized a previous
protest.
The plaintiffs—who include Albert Lee, a former candidate for U.S. Congress;
Melissa Lewis, a photojournalist; and two protesters—say they went to observe
"flag wave" rallies in downtown Portland on Aug. 15 and 22, only to find Swinney
and his allies using weapons indiscriminately on the crowd that confronted them.
The lawsuit arrives one day before the Proud Boys, a national right-wing men's
fraternity, arrive in Portland for a rally. That event, which law enforcement expects
to draw thousands of people, is billed in part as vengeance for Aaron J. Danielson,
a conservative protester killed by a self-proclaimed anti-fascist last month.
"They came to hurt people. And they did."
