Some Latin governments are telling people not to have children for at least 4 years due to the Zika virus.
If people actually cut down on the number of children they may find they like it, are better off financially, etc, and hopefully it will lead to a longterm decline in the birth rate to modern norms of developed countries. Once people realize life is better without having a kid every year or two, they may cut down permanently. They will never develop with a high birthrate.
