This is very loosly based on personal experience that never went s far as my fantasies.
As a young man who loves hiking he stumbles upon a woman in her 40's and her younger friend. He is well above them and observes them from the edge of a cliff. Sunning on a rock ledge he watches and enjoys the view unobserved.
He watches as they become more intimate with each other.
Eventually they catch him watching and plan to teach him a lesson.
