I can vouch for 13 yos having larger than average breasts, I was one of them! I was a B cup by 13, and I had started my period and every month my breasts would swell up and get so tender I couldn't wear my little girly b cup bra, I could tell that sometimes the boys noticed when I wasn't!

One real one, at least 36C and worked as a Saturday girl in my Mother-in-Law's shop.
Lots of 36/38's round here at that age but it is all podge and goes with 32+ waist and 38 hips and lots of chocolate and chips (tr. French Fries in US).
