Yemen's Houthi have stopped most of the Red Sea traffic and I saw that Biden took them off the terrorist list, why?

Some speculate it was to curry favor with Iran, hard to believe that they thought it would help. Now the US supposed to be putting a coalition together t o protect shipping against them. Seems they have an incoherent policy.
 
It is part of a broader middle east approach by the international community to address Yemen.
 
Doubt they go after Iran, but launch sites and storage centers and more in Yemen.
 
Have they attacked our ships?
Not to my knowledge but I might be wrong. Sometimes commercial shipping operates under other national flags for business reasons. If they do fire on a ship of the United States then our response should be overwhelming both on the Houthies and their enablers. The object being "effective" deterrence and not simply a tit-for-tat response that Biden has built a reputation for. I think he is compromised by Iran and that is complicating our levels of response.
