John Fowles was wrong. Knickers did not become 'de rigeur' until the cage crinoline/hoop skirt became fashionable in the 1850s. Inadvertant flashing was not possible with a dozen petticoats. It was when a hoop crinoline was tilted in an energetic dance.
The French Ambassador to the UK was delighted when on a country house weekend an English Lady caught her crinoline on a stile and revealed all. French Ladies had adopted knickers with the crinoline. English Ladies preferred fresh air and ventilation.
