Trump's unsupported claim of voter fraud appears to have Texas roots
Gregg Phillips, a former Texas official with the Health and Human Services Commission, appears to be the source of Trump's unsubstantiated claim that "millions" of people voted illegally in the race for the White House.

What did Greg Phillips have as evidence to back up his claim ?
A debunked article, and a decision to distort information.

Phillips could have blown the whistle before Election Day if the numbers were early voting data. He didn't.
There's no evidence at this point that this is the case, and the only claim to the effect that it is comes from a person who refuses to provide any evidence. When PolitiFact analyzed it, it noted past studies claiming that large percentages of immigrants voted illegally - but that the study in question was based on flawed data. One examination of a database of voter fraud found 56 cases of noncitizens voting, over 11 years.

The Texas law requiring ID was struck down, but Texas signs demanding ID, remained posted at polling places.
Voters with Voter ID were deceptively told the must have two ID cards.

July, the U.S. 5th Circuit Court of Appeals ruled that Texas' 2011 voter ID law discriminated against minority groups, who were less likely to possess one of seven accepted types of identification. That was a violation of the federal Voting Rights Act, the majority ruled.
