Snoopy, :)

A tight bandage (or any strip of material) tied tight around a limb, to stop the blood flow. Usually used after a severe trauma to said limb, but not often medically recommended.

First definition from the OED:

1. A surgical instrument, consisting essentially of a bandage, a pad, and a screw, for stopping or checking the flow of blood through an artery by compression; also, a bandage tightened by twisting a rigid bar put through it.

Ahhh, thanks a lot y'all.
Sometimes it's just one word that drives me crazy.
But now I know.

I used to use it in my Boy Scout First Aid training.

Not recommended now because severe damage can be caused if left in place a few minutes too long.

Still useful for venemous Australian snake bites on limbs that can have a torniquet applied. Do not apply to a penis unless your name is Bobbit.

Og.

Reminds me of the old Aussie joke.

Man gets bitten on penis on outback station.

His mate (friend) radios the Flying Doctor service for advice.

They tell him to suck the snake venom out of the wound.

Mate turns to his injured friend.

"Tough Luck, mate. You're going to die."
