Yes, the actions are her choice. There's no reason you can't express to her that you want her to fuck you with a strap-on, but it's up to her whether she does it or not. That's not really my point, though - my point is more that women can wear strap-ons without being the dominant partner, and also that women can be the dominant partner without using a strap-on. It's not an automatic definition: "she is the top therefore she wears a strap-on."
