windows 11 safe start

how do you safe start on windows 11 after a screen freeze, I used to tap f8 to bring up safe start, this dosent seem to work, any ideas ?

some time ago screen used to freeze, pressing f8 you could open in safe mode and get to system restore, f8 no longer works, how do you get to system retore now,
