Of course, the whole problem could be avoided by wearing a pantsuit on windy days. Unfortunately, so many of them now have all the style and allure of a bag of peat.

Short of a bulky coat to hold a full skirt in place, the only suggestion I have is a slim skirt. They seldom catch enough breeze to flash the neighborhood.
However, if weighting down the hem appeals to you -- and you like to look at gorgeous clothes -- look up some of Fortuny's gowns. They are works of art, and I wish that I was of small stature and a dancer and had the kind of lifestyle that allowed me to dress like that. Mmmmm.

First of all, southern, genteel ladies do NOT discuss the subject of 'wind'. It just isn't done in polite company.
And my first thought is that if you break wind with such force as to make your skirt fly up, then clothing is the least of your problems!
And even though a 'creationist' designed your outfits, I am sure that you must have rocks in your head if you think evolution played any part in your sense of style!
