The bottom line is, 1) history shows financial incentives that are ostensibly intended to benefit the working man and woman indirectly, as you're describing here, almost never actually do that, and 2) We could eliminate corporate taxes altogether and it would still probably be cheaper for most companies to keep their factories overseas, especially if they're already there.

Actually, I spent over 40 years as a firefighter and because of that I have knowledge of municipal water distribution systems and hydrants. But to be honest it's much simpler than all of that, if there is no water in the reservoir there will be no water in the hydrants. If more water is being pulled from the system than the pumps that refill the system can overcome, there will be no water in the hydrants. The fact that a 17 million gallon reservoir was dry was absolutely crucial in the fires growth.

I read it. Even so why was no alternative plan in place? San Francisco has a system with multiple points on the bay to draft water from in case of emergency. It's been in service for over 100 years.
