Why is Russia even called a "Federation"?

A system where the president appoints the provincial governors is not very federal.
 
They do have over hundred indigenous languages till within the "Prison of Nations" -- as the Russian colonial empire is often called (most are threatened, none exceeds 3% but collectively minorities approach almost half of population).

Regions, the federal subjects have varied levels of autonomy. Those that have "republic" in their name supposedly (but not necessarily) are minority-majority and may enjoy more formal autonomy. There had been, and perhaps still are played out local governor elections, although Putin has overriding powers (both in candidate selection and firing/appointing anytime).

Short answer is no, although frankly, I don't know. They seemingly could be if the system worked as written in law (what NEVER is the case in Russia) and there's some... centrifugal forces present, so to say. But outerly, the cohesion managed is rather remarkable. Although, real opinions may vary somewhat.

Just recently I come upon a set of street interviews from Rostov-on-Don and everyone was aware of the war and nobody supportive (although in different shades). It's possible those were from the first week when it was still normal to be confused and the murderous Z fervor wasn't yet ramped up, but even then the muscovites and elderly Putin brigades, even with nominal answer "who would want a war?" were already smug about the "special operation" at the same time.
