Are ethnically all-Russian provinces politically autonomous in any sense?They do have over hundred indigenous languages till within the "Prison of Nations" -- as the Russian colonial empire is often called (most are threatened, none exceeds 3% but collectively minorities approach almost half of population).
Regions, the federal subjects have varied levels of autonomy. Those that have "republic" in their name supposedly (but not necessarily) are minority-majority and may enjoy more formal autonomy. There had been, and perhaps still are played out local governor elections, although Putin has overriding powers (both in candidate selection and firing/appointing anytime).
Short answer is no, although frankly, I don't know. They seemingly could be if the system worked as written in law (what NEVER is the case in Russia) and there's some... centrifugal forces present, so to say.
