Are you referring to Pelosi? If so, the primary reasoning is these visits are made in the name of congressional oversight of US foreign policy expenditures made abroad. The vast majority of US foreign policy powers rest with the President and the US Senate, but its funding is the primary purview of the House:

So this being known and exploited by the House has resulted in a plethora of Congressional vacations and visits known as junkets to various parts of the world where American tax money is being spent. Allegedly to see that our US tax money is being spent in accordance with US law created by Congress.
