Loyal voters become focus
Large turnout from any one group could change election's outcome

SARASOTA -- On the final Sunday before the 1998 election, Jeb Bush worshiped in black churches and preached about his dreams for an administration that reflects the state's diversity.

On the final Sunday of his 2002 campaign, the governor spoke only to a mostly white evangelical Baptist congregation in Brandon, where he won a standing ovation for proclaiming Jesus Christ his personal savior and vowing to protect innocent life -- ''from the unborn'' to the elderly -- because life ``is divinely given.''

It marked the first time in the campaign that either candidate had raised the issue of abortion, typically one of the most critical issues in American politics.

And Sunday capped a three-day statewide bus tour in which Bush all but ignored the black community he courted so heavily four years ago, choosing instead to focus on his mostly white conservative base with speeches about the importance of prayer, strong families and the outside agitation of black leaders Jesse Jackson and Al Sharpton.

Democratic rival Bill McBride spent the last Sunday of the campaign embracing the black community with former President Bill Clinton, the man who has been dubbed by writer Toni Morrison as the ``first black president.''

Backed by a gospel choir -- and a singer chanting ''Thank God for Bill Clinton'' -- the former president spoke of McBride's record on civil rights to a crowd of nearly 1,200 assembled for a worship service at a West Palm Beach park dominated by a bronze bust of Martin Luther King Jr.

''He did this because it was in his heart to do this,'' Clinton said of McBride, as supporters surged to the rope lines for a glimpse of the former president.

As McBride stumped with Clinton, former vice president Al Gore spoke on the Democratic candidate's behalf at three Orlando-area black churches, urging black voters ''to walk through fire'' to cast their ballots. Gore also appeared in Miami on Sunday, where he attended a get-out-the-vote rally with U.S. Rep. Carrie Meek and her son, state Sen. Kendrick Meek.

The laser focus of each candidate on his core voters is a result of a competitive race in which a massive turnout from any single group could affect the outcome. In Florida, blacks are 10 percent of the electorate but can change the dynamic of a race with a large turnout.

For the past two years, candidates in both parties spoke often of reaching to politically moderate ''swing'' voters -- an approach that drove McBride to focus early on central Florida and to concentrate almost singularly on education.

But now both campaigns worry that several factors could discourage their most loyal backers from voting.

PARTIES' CONCERNS

Republicans fear their base voters will assume the race is won, with Bush appearing to have a comfortable lead in the polls. One new survey for NBC released Sunday gives Bush a 15-point advantage.

Democrats fear voting problems in their strongholds of Broward and Miami-Dade counties, resulting from long lines due to lengthy ballots.

Since McBride won the primary, he has spent every Sunday worshiping in black churches, specifically to win over a group of voters who revered former U.S. Attorney General Janet Reno and who eyed the new nominee warily -- particularly after he passed over Sen. Daryl Jones, who is black, and selected state Sen. Tom Rossin, who is white, as his running mate.

In recent days, McBride has heightened his rhetoric.

He has, for example, hammered at the governor for the federal Bush administration policy that forces Haitian migrants into detention centers while awaiting processing of their asylum claims. The issue washed into the race for McBride last week when 235 Haitian migrants arrived on Key Biscayne and were detained.

''This election is about fundamental fairness,'' McBride said at a South Beach rally with Clinton late Saturday. ``We shouldn't have immigration laws that discriminate against one group of people.''

On Sunday, McBride infused his speeches with talk of class differences between Republican and Democratic ideals -- sounding a bit like Al Gore in the 2000 election that drew record numbers of black voters.

He cited class sizes at Miami Edison High, a predominantly black school, that hold as many as 74 students. The class-size issue has haunted McBride in recent weeks as Bush has successfully turned a proposed constitutional amendment to cap class sizes into a brush to paint McBride as a tax-and-spend liberal.

Over the weekend, McBride embraced the issue anyway.

''It is shameful that we live in a state with big boats, big houses and yet we can't find enough money to take care of our public schools,'' he said.

McBride wouldn't comment on Bush's motivation for injecting Sharpton and Jackson into the race, saying Sunday, ``That's his way of doing things. It's not mine.''

ATYPICAL TOUR

In many ways, the Bush bus tour's focus is not indicative of Bush's political focus over the past four years. He touts a record of prolific minority appointments to the judiciary and state boards.

A Republican Party mailer to more than 100,000 black voters cites higher black enrollment at universities and increased minority contracting and proclaims: ``Jeb Bush is making a difference for our community.''

Four years ago, Bush held what was considered a far more comfortable lead over a more docile challenger, Buddy MacKay, giving him more flexibility to spend time in the final days with voters who don't traditionally vote Republican.

But in the last stretch of 2002, he appears intent on drawing contrasts along racial lines.

On his ''Four More'' bus tour that ended Sunday, Bush got largely white crowds from Panama City to Tampa to boo as he railed against the presence in the state of Jackson and Sharpton -- who were in Florida not to campaign for McBride but to protest the detention of Haitian migrants.

Bush bristled at the notion that mentioning Sharpton and Jackson was inappropriate.

''Al Sharpton and Jesse Jackson are partisan Democrats,'' the governor said. ``They have every right to come down here and mobilize their base just like we have every right to mobilize ours.''

I am not going to argue that there were mistakes made here, since just a week before the Battle Of The Black Sea (to which I assume you are referring), the US Military High Command, had turned down a request for light armour and M1 Abrahams tanks.

It had also denied an AC130 Spectre.

In the days after the battle (which all started because Admiral Jonathan Howe felt that he could not negotiate while Adid was the majority clan leader of Mogadishu and wanted a number of lesser members of the clan captured), Defense Secretary Les Aspin resigned as did the military leader on the ground in Somalia.

Apparently (depending on which side you listen, I guess), Clinton had been let down by his chief military advisors, in much the same way JFK had been over the Bay Of Pigs fiasco.

I think however, the main point i am going to pull from the statement I quoted from you, is the one about showing terrorists about something or other.
