Georgia has a higher population, but Tennessee has the motivation of defending what's already theirs.
Best case scenario is that all those dumbfuck Civil War reenactors jump at the chance to do some shootin' for real, and we thin the herd of some of America's most foolish people. And hey--lower population means less need for water! Win-win!
