Is it Obama for telling America what Ryan (the presumptive VP) wants to do with Medicare even though Romney has a different position and it is Romney that is running for Prez?

Or is it Romney/Ryan for pointing out that $716 Billion was actually cut from Medicare under the Obama Administration as part of the Affordable health-care Act? (and if it was not cut already, it will be cut?
