They'd like you to think so. But just look at the carried interest tax loophole in your country. Or the way they avoid taxes by clever borrowing schemes (that the less-than-wealthy can't use). Even sales taxes (the USA analogue of a VAT) can be avoided if they have a second address outside the state where they supposedly are buying the product. And then there are all the subsidies paid out to businesses (flowing through to wealthy owners) from governments controlled by . . . the wealthy!

Even the ones who DO pay taxes, if they pay "more" in dollars than poorer citizens, they still pay a smaller percentage of their income.
