This might just be a rumor, but I heard that they were seeking complete dominance over the Pacific fishing channels. Apparently, they're trying to eliminate their competitor's fleet.

Wake up. They have no more claim than the Chinese do. The OP is basing his assertion on the fact that there is a Chinese word for the area.

The fact of the matter is that this has little to do with 'fishing' and more to do with minerals, energy related minerals to be more specific. Not all together different than the pissing contest over the Spratelys, which are claimed, respectively, by the Chinese, Viet Namese, the Phillipines, and Indonesia. Why? Well they're 'traditional' fishing grounds. The fact that they've found oil there is only a trivial aside.

The Japanese government has not allowed Ishigaki to develop the islands.

Sounds to me like a made to order three way deal to me.

The Russians give the Sakhalin's back to the Japanese, the Japanese relinquish all claim to the Sekalu's and the Chinese relinquish all claims to Eastern Siberia.

What do you think the odds are?

Won't fly. There are half a million Russians and practically no Japanese, any more, in the Sakhalins. The Senkaku/Diaoyu/Tiaoyutai/Pinnacle Islands at least do not present the problem of being inhabited.
