What would it take for law enforcement or the government to physically torture an individual during an interrogation?

There have been many cases where people have been electrocuted and water-boarded by police. Of course the officers involved are fired and criminally prosecuted.

Professional interrogators know that the use of torture produces unreliable intelligence because the person being interrogated will say absolutely anything just to get the torment to stop.

The entertainment industry has sold torture to the US public in film and television as being sexy and cool. Americans are being acclimated to accept this unspeakably barbaric practice as a necessary evil to keep us safe from contrived and nonexistent terrorist boogeymen.

If Jack Bauer does it on 24, than it has to be okay, right?

Hollywood and the entertainment industry is run by the CIA, NSA, and several other alphabet agencies. The freemasons are also heavily involved. The Department of Defense psychological warfare program was integrated into TV and movies ever since they were shown in black and white. Even a trained expert on these matters would have difficulty identifying and disseminating all of the psy-op propaganda, disinformation, subliminal messages, and hypnotic suggestion that INFESTS what is shown on the movie screen and the idiot box.

Children are the most vulnerable and sought-after targets for this propaganda and form of mind-control.

And the sheeple gobble it up!

There are strict laws prohibiting the torture of US citizens except under extreme circumstances which requires a presidential signature to authorize. And to my knowledge, this has never happened before.

Law enforcement is not allowed to use coercive interrogation techniques against suspected criminals. Although there are occasions where fed-up cops lose their temper and patience and step over the line.

What would it take for law enforcement or the government to physically torture an individual during an interrogation? I am really not that anxious to engage them directly on the matter.
