By Jeffry Bartash WASHINGTON (MarketWatch) - The number of people who applied for new unemployment benefits jumped 20,000 to 362,000 in the week ended Feb. 16, the U.S. government said Thursday, keeping claims at a level that suggests slow but steady improvement in the nation's labor market. The increase may have been partly influenced by a federal holiday on Monday - full claims data for four states including California and Virginia were not completed on time and had to be estimated. Economists surveyed by MarketWatch expected claims to rise to a seasonally adjusted 351,000. The average of new claims over the past month, which smoothes out weekly volatility, rose by 8,000 to 360,750, putting it at the highest level since the first week of the year. Also, Labor said continuing claims increased by 11,000 to a seasonally adjusted 3.15 million in the week ended Feb. 9. Continuing claims reflect the number of people already receiving benefits. Initial claims from two weeks ago, meanwhile, were revised up to 342,000 from an original reading of 341,000, based on more complete data collected at the state level.

Most workers like to take a break in the middle of their work day and have a meal or a snack. That’s a nice idea, as long as it’s your break time. You’re not supposed to help yourself to snack food from the shelves of the retailer where you work, but a woman who has worked in maintenance at Walmart stores in two different states has been caught after a seven-year on-the-job crime spree. Now she’s been charged with a felony after getting caught on camera munching Oreos.

It all began in Arizona, where she began working nights on the maintenance crew. She claims that at her pay level ($11.40 an hour), she couldn’t afford snacks like cookies, chips, and gum, so she would take them off the shelves and snack. When she moved to Indiana last year, she stayed with the company and continued the practice. Until loss-prevention staff caught her on camera with a package of Oreos, and she admitted years of similar snack thefts.








Local media have dubbed the 63-year-old the “Oreo Grandma.” She could face jail time if convicted.

It’s easy to snicker at a story like this and feel bad for a senior citizen who just wanted some Oreos, but American retailers lose billions of dollars to employee theft each year.

The White House on Wednesday pushed for tens of billions of dollars in stimulus funding for decaying roads and bridges, a request dismissed by Republicans as not serious amid the broader debate over spending cuts in Washington.

The plan outlined by administration officials Wednesday calls for $50 billion in spending on highways, transit systems and airports, part of the president’s push for a wave of new government investments. Like other ideas touted in President Obama’s State of the Union address, it lacks a payment plan

By Friday, expect him to be invoking plagues of frogs and flaming hail. As I noted earlier this week, the $85 billion figure that gets invoked is wrong; cuts in fiscal year 2013 will amount to $44 billion or about 1.2 percent of all federal spending. We’ve been hearing for a long time that sequestration alone would kill about 700,000 jobs.

That’s a claim taken as gospel that is based on what can be called “ugly modeling” at best. Because virtually all government spending is counted by definition as adding to GDP, any cut thus means reductions in activity and jobs. Add to that the idea that projectionists routinely assign a multiplier of more than 1.00 to government spending, so that each dollar the feds spend magically creates more than $1 in economic activity.

The country’s experience with recent stimulus spending should give pause to all of us (if it doesn’t, watch this). When the stimulus manifestly failed to reduce unemployment by its own predictions, its architects and defenders in the press nonetheless pronounced it a success and claimed that it saved us from an ever bigger problem. The real problem, you see, was that the stimulus wasn’t big enough. All it takes is a government failure for stimulatarians to channel their inner Andrea True.


The “stimulus” was just a way to funnel a lot of cash to favored constituencies. By that standard it was a success.
