Reading the article though, it seems the county was basically chronically mismanaged. They opted to build a huge wastewater treatment plant and built a brand new city hall.

Then the local real estate market went into a downfall, 20% of all homes are in foreclosure, and unemployment is 14%. They simply can't pay their bills.

The unions are definitely not helping here, but the city feels its okay to unilaterally abrogate SOME contracts (employee unions) but not others (bond indebtedness).
