Perhaps the boots themselve are not enough. There are some exotic skins that may give you the effect you're looking for. For example: I have a pair of Tony Llama wingtipped boots; the wingtip is made of ray skin, it's a very rough texture almost like a 40 grit sand paper, though not nearly as abrasive.

There are several cuts of snake skin that I always thought would ve a sensual feel against the skin, especially for someone who is blindfolded. Back cuts leave the wide belly scales on the top of the boot with the smaller scales on the sides. the skin itself is fairly soft and supple, though.

Also, a narrow,pointed toe could be used for "punishment". Same for a high undershot heel.
